Organization details, functions and duties

The Department of Information and Public Relations plays the role of bridge between the government and the public. The important responsibility of this information is to convey information about various development related programs, schemes etc. in the public interest by the government through various media. Following is a brief description of the programs to be performed by the various branches of the department for discharging this responsibility: -

1. Letter Information Branch
Information about the policies, programs, schemes, achievements and announcements of the government through various media, including newspapers, electronic media, Doordarshan, All India Radio, etc., is the work of the Information Branch. Press notes, articles / features and review articles are published simultaneously in Hindi, English and Urdu from time to time by this branch. The Urdu branch of the department discharges the responsibility of making this information available to the Urdu speaking people in the state. Periodically, advertisements, promotional material etc. are also translated by this branch.

2. Chief Minister Information Complex
Press notes are made available to the electronic and print media at an accelerated pace by the Chief Minister's Information Complex, Annexe for the dissemination of Hon'ble Chief Minister. Apart from this, the messages of Hon'ble Chief Minister are prepared and sent for publication in magazines and magazines. Along with preparing the basic material for the visits, inspections, meetings of the Chief Minister, and feature articles related to the achievements of the government are issued from time to time. Releases and reference pictures of the government are uploaded on the website and all media coordination work is also done from here. Monitoring of all TV channels of important news is done by electronic cell.

3. Press Division
With the objective of coordinating with the government and helping to ensure effective dissemination of the policies of the government by providing the facility of compilation of news to the working journalists, the following work is done by the Press Division: -

From time to time meetings of the Departmental Press Recognition Committee are called and state level and district level recognition is provided and journalists are issued recognition cards at the state headquarters and all the districts of the state. Through these cards, journalists get free travel in State Road Transport Corporation buses for the purpose of compiling the news and travel at concessional rates. Accredited journalists also get treatment in government hospitals like government employees.

Press Division is also arranged to give Secretariat Admit Cards to the letter-representatives who are not recognized and who are required to go to the Secretariat for compilation of news. This arrangement is also made for the officers of the Information Department, the Information Department of the Government of India.

In order to maintain cordial relations between journalists and district administration in all the districts, a district level standing committee is constituted under the chairmanship of the District Magistrate, whose member is the Secretary / Convenor District Information Officer. From time to time, this committee considers complaints related to the harassment of journalists and if any complaint is sent for a high level inquiry, then action is taken by the Press Division. If any complaint is received directly by the journalists in the Press Division, it is also resolved.

Hospitality is also arranged by the Press Division for the Press Conference / Journalist Tour etc. called by His Excellency Mr. Governor, Hon'ble Chief Minister, Hon'ble Minister and other dignitaries and VIPs.

For the purpose of providing easy news to the state newspapers and for wider dissemination of the policies and achievements of the Government of Uttar Pradesh, Tele-printers of P.T.I and U.N.I are installed in the Headquarters, Raj Bhavan, Annexe Building, Chief Minister's House In order to provide the latest news of the country and abroad in the Annexe building, news scans of PTI are also installed. Its establishment and monitoring work is also done by the Press Division.
Press Division is promptly taking action regarding announcements made by Hon'ble Chief Minister regarding journalists.

4. Advertising Division
News keeping in mind the importance of listing the newspapers and the need for wide publicity of the government's policies, achievements, plans and development programs for the purpose of wide publicity of government policies, achievements, plans and development programs. Tender and decorative advertisements are published in letters.

5. Field Publicity Division
District Information Offices are established in all 75 districts of the state with the objective of spreading the developmental programs and achievements of the government to the people and maintaining direct contact with the public through various publicity units. These offices issue press notes from their level for publicity of various programs, schemes and achievements of the government.

In addition to the information and public relations department headquarters in Lucknow, the field promotion organizations disseminate the policies, programs and achievements of the government at the district level, as per the instructions received from the headquarters. Publicity is ensured at district level through exhibitions, song and drama programs, publicity seminars, press releases and articles / features, success stories, etc. These units at the district level, under the direction of the District Magistrate, appropriately disseminate the policies, programs, plans and achievements of the government by making a media plan according to the local needs.

With a view to make district units more effective, CUG, computer / printer and photo copier etc. equipments have been made available in the districts. All offices are connected to the headquarters through internet.

District information centers have been established in the districts under the area publicity scheme. Daily newspapers / magazines, knowledge magazines and other useful books are also available for study in all information centers. To speed up the work of publicity, distribution and distribution of departmental publicity literature is also organized through the publicity vehicle.

6. State Information Center, Lucknow
A multidisciplinary State Information Center has been set up in Lucknow city keeping in mind the interest of citizens and their families who are keen and interested in writing studies. It is a state level center in Lucknow to spread the spread of development of the state widely. Due to the availability of rare texts, the library of this center is beneficial for learned researchers, while the Act, reports and other details are available for public use.

Hindi, Urdu, Bengali and English-language newspapers and magazines are available in this center, whose three-month records are also available to be shown to the public. The center has a separate study room for women. Children's literature is also available for children.

In the Prem Chandra Room located in this center, magazines and books related to the competition are made available. The reading room of the State Information Center is continuously open from 8.00 am to 6.30 pm, while library facilities are provided from 10.30 am to 6.30 pm. Various publications of Directorate of Information and Public Relations are kept by the State Information Center for the use of the public. Through these publications, information about policies, decisions and achievements of Uttar Pradesh government is made available to the public.

News broadcast from Doordarshan and All India Radio is regularly heard by the State Information Center during office hours. Apart from this, there is also a system to provide the desired information for the general public and to tell / give the latest election results at the time of elections.

In order to make the State Information Center more useful and to benefit the competitive members, books related to various competitions are made available to the members as per their requirement.

7. Publications Branch
Through publicity literature by Publication Bureau, the general public is made aware of the policies, programs, schemes and achievements of the state government. Every month, 'UP Monthly', 'Uttar Pradesh Sandesh' in Hindi and 'Naya Daur' are published in Urdu as monthly magazine. Along with this, "Uttar Pradesh Annuity" is also published every year. Promotional books, booklets, folders, handbills, posters, albums etc. are published along with fixed publications. Apart from this, ideological publications of permanent importance and selected speeches of Hon'ble Chief Minister are also published.

8. CM Recording Unit

This unit constituted for recording the speeches of Hon'ble Chief Minister, along with transcribing and editing the cassette after recording.

Interviews and seminars of Hon'ble Chief Minister are transcribed by various people in media and other important meetings, seminars are transcribed. Apart from this, interviews of specific persons are also transliterated and kept as references on other important occasions.

All the speeches of Hon'ble Chief Minister are transliterated and preserved as reference material for editing, and important and policy speeches are sorted and published. A copy of the speech is made available on demand by journalists associated with the media, high officials of the concerned departments and legal institutions. Apart from this, the main excerpts from the speeches of Hon'ble Chief Minister are collected and used by 'Uttar Pradesh Sandesh' and various media on different occasions.

9. Song and theatrical branch
Under this scheme, promotion of policies, decisions and achievements of the government in various local dialects and languages ​​in remote rural areas by various cultural disciplines viz. -Passing is done. Cultural parties are also selected at the district level in almost all the districts of the state for the purpose of elaborating the song and theatrical scheme.

10. Rural Broadcasting Branch

Rural Broadcasting Branch (Information and Public Relations Department, Uttar Pradesh) located in the AIR campus, the policies being run by the state government for the upliftment of the people, the transmission of various schemes, programs and achievements through the Akademi Mazdoor Mandal Industrial Program from 4.45 pm The rural program of Lokayatan is conducted between 5.15 and 6.15 to 6.45 pm.

Along with the radio report by recording the venue of various programs organized in the state by the Rural Broadcasting Branch, the schemes are also broadcast through radio, drama, music, folk songs, folklore etc. to reach the common man in an interesting manner.

11. Exhibition Division
In rural and urban areas, the Information Department periodically conducts exhibitions with the aim of giving information about the policies, programs, achievements and cultural, development related activities of the state and spreading the message of mutual goodwill among the public. The major policies, achievements, decisions and future plans of the government are presented through attractive images, charts, collages, panels, working models, hoardings and translocations. The declared schemes of the government are prepared in the form of exhibition kits and are made available in the districts so that on the occasion of fairs and other events, the exhibition can spread the message of governance to as many people as possible. Apart from this, international trade fair is organized in New Delhi outside the state and exhibition is organized in important fairs of the state.

12. National Festival
Every year a grand tableau is displayed by the Information and Public Relations Department on the occasion of Republic Day every year in Delhi Parade on behalf of Uttar Pradesh and in Lucknow Parade by Headquarters. These tableaux are based on cultural, historical heritage of Uttar Pradesh and biographies of great men, industries, businesses, important pilgrimage sites or development works.

An organization called Anjum Sair-e-Gul Faroshan organizes a cultural program every year in the "Phool Wala Ki Saar" organized in Mehrauli, Delhi, in which many provinces of the country participate. Two fans and a cultural team are sent by the Information Department on behalf of Uttar Pradesh in the said program. As a symbol of unity by both Hindu and Muslim communities in the program, one fan is offered at the tomb of Sufi saint Hazrat Khwaja Bakhtayar Kaki and the other in the temple of Yogmaya, the Pandavas.

13. Investigation and Transcription Room (Reference Library)
For disseminating the policies, development programs and achievements of the state government, the following works are done by the reference library of the department -

The publication work of the prestigious and annual reference book Annuity of Uttar Pradesh, the Information and Public Relations Department, is published every year from the Reference Library.

The Information and Public Relations Department has a modern reference library, which has about 24000 books of reference and importance. This library was established in the department with the objective of providing references for writing work to His Excellency the Governor, Hon'ble Chief Minister, Hon'ble Ministers, Journalists, Writers, Researchers, High officials of the Government and officers / employees of the Department.

The context library has been strengthened and computerized keeping in view the increasing contextual importance due to rapid changes in social, economic and political fields.

The library provides references and research material to an average of 10 persons of various levels daily, mostly university researchers, journalists, writers, departmental officers / employees, high officials of government, etc. Appropriate arrangements have been made for the study of readers on the first floor of the reference library.

The library has important reference books on state and country and international subjects. There are enough books on year books, reports, economic and development related topics. Important books related to literature, culture and arts sectors are also available in the library. Gazetteer, Mass Media, Computer, Journalism, History, Biography, etc. have a better collection of books on subjects, which the researchers gain through the library staff. From time to time, this library provides reference material to the higher officials of the government as needed.

14. Scrutiny Branch

The Inspection Division of the Information and Public Relations Department is an important division of information related functions. Nearly all newspapers / magazines and other important international and national leading magazines published from the state and Delhi are monitored by this division and news and suggestions related to public problems and governance published in them are immediately brought to the notice of the government. is. Clippings files are sent daily by Inspection Division to His Excellency Mr. Governor, Hon'ble Chief Minister, All Hon'ble Minister, Chief Secretary, Principal Secretary Information, Principal Secretary Home, Information Director etc.

The work of this division normally takes place in two shifts from 6.00 am to 6.00 pm. National, regional and regional level papers / magazines are inspected by this division. A subject-wise journal of articles, reviews and important news related to various departments is prepared, which is used as a reference as needed. The language, voice policy, size, level and regular publication etc. are also reported by this division to consider their eligibility for inclusion of news papers / magazines in the advertisement and press recognition list.

15. Film Bandhu
To encourage the film industry in the state, under the single arrangement given in the revised Film Policy-2001, 'Film Bandhu Uttar Pradesh' has been formed to implement the works related to the film policy.

In order to provide finance facilities to the filmmakers, action is taken to accept the grant under the revised rule process-2004.
The Film and Television Institute of India, Pune has a provision for providing scholarships to 10 students who are residents of the state. Apart from this, there is also a system of providing scholarships to 10 students studying in Satyajit Ray Film and Television Institute, Kolkata. Students of Bharatendu Natya Academy are sent to the Film and Television Institute of India, Pune for three months for special training.

 

16. Plan Cell
The plan cells are presented to the government by preparing the plans of the department, preparing the budget and preparing the data related to the budget and expenditure of the accounts of the department.

17. Group Doordarshan Scheme

18. Uttar Pradesh State Information Center, New Delhi

Coverage of historical, cultural, tourism, industrial heritage sites of the state is done through Press Tour. Researchers / information seekers in the state are provided with the latest useful reference material. Newspapers and magazines published from New Delhi are purchased in the information center. They are made available for readers to read from 11.00 am to 2.00 pm. In Western Uttar Pradesh, arrangements are made for electronic media and print media teams to visit the site for coverage of the programs and development programs of the Chief Minister. Along with this, extensive coverage of districts and cities of cultural, historical, industrial importance of the state is also done by taking a site tour.

19. Media Center
Air-conditioned media center operates on the ground floor of Lal Bahadur Shastri Bhawan, Secretariat, Uttar Pradesh, Lucknow. This media center serves as a coordinator and facilitator between the government and the media.

The media center is tasked to make media available for publicity and dissemination of important public programs of Hon'ble Chief Minister, Hon'ble Ministers and high officials of the government.

The Media Center also has a well-equipped Press Conference Hall, where the press conference is held. Facility of newspapers, magazines, fax and telephone etc. is also available to media representatives in Media Center. The facility of computers with internet is also available in the computer room set up for the newspaper representatives. There is also a library for media workers.

Informing media representatives about the various schemes, policies of the government and coordinating in providing ad-hoc and supporting material is also included in the work of Media Center.

20. Administration Division

21. Accounts Division

22. Dispatch Branch

23. Pension Cell
Pension Cell conducts the action related to pension fixation to retired officers / employees.

24. Audit Sale
The audit cell conducts the audit work of the records of the district offices of the department. The irregularities found during the audit are regularly brought to the notice of the Director, Government and Finance and Internal Audit Directorate, which is reviewed every quarter by the Directorate of Finance and Internal Audit.

In addition to the above, compliance records of the audit work of timeless payments and the objections raised by the Office of the Principal Accountant General (Audit) on the departmental grant accounts every year for more than one year are sent.

25. TV Branch
Earlier, under the Doordarshan Yojana TV branch in the Directorate of Information, only VIPTP units were functioning. But at present due to time change and technical change, the following three units are working under this branch.

(2) Satellite Communication Center and Cable Network Unit
(3) Electronic Media News Recording Unit

(1) VIPTP unit: -
Under the VIPTP unit operating in the Directorate, Information and Public Relations Department, Uttar Pradesh, Lucknow, His Excellency the Governor, Hon'ble Chief Minister, Hon'ble Chief Minister, Hon'ble Chief Secretary, Principal Secretaries, Secretaries, Legislative Assembly and Legislative Council Officers, Opposition Party Leaders, Advocates. (2) Satellite Communication Center and Cable Network Unit: -

Satellite communication and cable systems have become the most important means of information revolution under electronic media in the modern era. In this system, after installing a large number of large dish antennas and DTH on the roof, after receiving the signal directly from the satellite to the control room, the signal is modified in the control room itself, after that the signal is sent through optical fiber to different places. Is transmitted. With this, news is received and sent from one corner of the world to the other. The Information Department has installed this state-of-the-art system in Room No. 1, 2 and 3 of the Adhikari Bhawan located in the Secretariat. Presently through this satellite communication center and cable network all the buildings of the Secretariat, Yojana Bhawan, Shastri Bhawan, Raj Bhavan, Bapu Bhawan, Adhikari Bhawan, Bahulakhandi Bhawan, Secretary Bhawan, Vidhan Bhavan, Honorable Chief Minister's residence 5 Kalidas Marg and Information Bhawan Park Road Till this network network has been laid. Presently 90 satellite news channels and other channels are being broadcast from this center through optical fiber lines.

In the control room, the upgradation work is going on continuously. Also, its digitization efforts are also continuing. Recording and monitoring of satellite news channels are done in the Electronic Media News Recording Unit at Annexe Bhavan through the optical fiber lines of this satellite communication center and cable network unit. The channels are broadcast 24 hours. It is proposed to extend this to Janpath Bhavan in future.

(3) Electronic Media News Recording Unit: -

Recording of news of electronic media was first performed manually on VCR. It has now been computerized. In which several news channels are automatically recorded on hard disk simultaneously. After that editing it, DVD is made. DVD is sent every day for the observation of Hon'ble Chief Minister and other VVIPs. After observing it, the government immediately takes necessary action, monitoring all satellite news channels for the mother chief minister at Shastri Bhavan is also done by this unit. In view of the need for signaling, storage, recording, date and time, news data collection, etc. and the problem of signal breakdown due to the use of the above arrangement for recording and feedback of electronic media news Has been computerized. Which is working successfully. In addition, a video library of DVD and hard disk has also been established, in which there is a system of keeping all the news of electronic media on DVD and hard disk and keeping it safe in the library.
